1 WORLD HARMONY - THE NETWORK
World Harmony is a web-like network, flexible and global in nature. It could be likened to the Internet because it is composed of users and service providers (centres).
The network is composed of a growing number of independent, self governing members, service centres, associates and affiliates whose aims and objectives are in-line with those of World Harmony. Although the network may be relatively small in number (in global terms), collectively it can become a powerful influence for positive change.
Like the Internet World Harmony service centres are there to facilitate operations. They are composed of individuals who choose to be of service and do so to the best of their ability with love and integrity.
It must be emphasised that World Harmony has no interest in establishing a 'power base', but does have an interest in creating a global network (web) of like minded and like hearted people to ensure the rapid dissemination and application of ideas, information and beneficial technologies that are in alignment with World Harmony Charter - Aims and Objectives.
2 CHARTER - AIMS AND OBJECTIVES
There is an old proverb that says,"Give a man a fish and you'll feed him for a day... Teach him how to fish and you'll feed him for a lifetime". This is an old philosophy about teaching others how to become independent. World Harmony takes this concept a step further to include the state of inter-dependence - a state where independent people interact and function freely and inter-cooperatively. It is with this in mind that World Harmony's Charter has been formulated.
2.1 AIMS
2.1.1 MISSION STATEMENT
To be of Service to Humanity and the Planet.
2.1.2 GOAL
World Harmony's Goal is - world harmony.
2.2 PURPOSE
To provide an opportunity for individuals to "honour themselves" by living the life they truly desire.
2.3 AIM
To "be a living example" of what our society can become - a global family with a loving heart that lives in harmony with nature.
2.4 POLICY
To operate from the "Win-Win" paradigm of Inter-Cooperation with Integrity.
2.5 CREATE
To Create a "Mutual-Support-System" where the "Whole supports the One, and the One supports the Whole".
2.6 FUNCTION
To Function as a "Catalyst for Change".
2.7 PROMOTE
To "Promote Unification" by linking people of like heart and mind.
3 OBJECTIVES
3.1 PRIMARY OBJECTIVE
To establish a mutual-support-system that provides assistance in the fields of health, education, the arts, science, technology, agriculture, economics, personal growth, commerce, ecology, spirituality, inter-cultural relationships and/or any other community activity that may be applicable. To this end, the objectives of World Harmony are:-
TO ENSURE HUMANITY HAS ACCESS TO AFFORDABLE :
- Housing
- Healthy Nutrition & Pure Water
- Clean, Renewable Energy
- Health Care (all forms)
- Beneficial Technology and Know-how
- Education & Information
- Global Communications
- Transportation
- Recreation
- And anything else that may be applicable.
3.2 TO FACILITATE AND SUPPORT
To facilitate and support Members, Service Centres, Associates and Affiliates to become independent and inter-dependent.
3.3 TO REPRESENT
To represent Members, Associates and Affiliates and give them a "collective voice" in society.
3.4 TO DISSEMINATE AND SHARE
To disseminate and share opportunities, information, technologies, products and/or ideas.
3.5 TO ENCOURAGE AND FOSTER
To encourage and foster research and development of technologies, ideas and/or products that are beneficial to society and the environment.
3.6 TO EXPLORE POSITIVE NEW WAYS
To explore positive new ways of doing things that are in harmony with Humanity and the Planet.
3.7 OTHER
To be of service in any other way that may be conducive towards the well-being of Humanity and the Planet.
4 LEGAL STATUS
2.1 UNINCORPORATED ASSOCIATION
World Harmony functions as a 'unincorporated association'. The primary reason for choosing not to incorporate is to allow and encourage members to be responsible and accountable for their own actions (see Part One - The Philosophy).
2.2 HARMONY TRUSTS
Harmony Trusts are 'legal trusts' based upon Common Law that pre-dates Statute Law. These common law trusts allow full access and use of assets and funds without anyone owning them, in much the same way as associations do in Australia. This reduces the greed factor and also the possibility of take-overs while still providing numerous other benefits. World Harmony encourages its associates to set up their own activities within such common law trusts if that is applicable. Details can be supplied upon request.
2.3 COORDINATING COUNCIL
The Coordinating Council is a body of not less than five (5) individuals whose aim is to assist in the establishment and running World Harmony centres within the spirit of this constitution. Council members are self-selected and self-regulated through the process of synchronicity (see The Philosophy).
2.4 DISSOLUTION OR WINDING UP
In the event of any World Harmony organisation being dissolved or wound up, any assets and/or funds that remain after all debts have been discharged are to be distributed to another similar non-profit organisation(s) - to be decided upon by not less than a 60% vote of members at a General Meeting or as applicable by Law.
2.5 NON-PROFIT STATUS
World Harmony complies with the Australian Taxation Office's definition of a Non-profit organisation (association). As such, there are no share, stock or unit holders and all assets, monies and/or liabilities are 'owned' by the association. Assets and income of the association shall be applied solely in the furtherance of the stated aims and objectives and no portion shall be distributed directly or indirectly to its members except as a bona fide compensation for services rendered or expenses that are incurred on behalf of the organisation.
2.6 TAX STATUS
On the 26th September 1995 World Harmony Foundation was granted Income Tax Exempt status by the Australian Taxation Office as a “non-profit community service association� under subparagraph 23(g)(v) of the Income Tax Assessment Act 1936 ("the Act").
World Harmony service centres may also apply for, and receive these same statuses.
2.7 ALTERATIONS TO THE CONSTITUTION
The constitution may be altered, added to, or repealed and new Clauses made by the Council, as and when agreed upon by not less than a 75% majority.
3.0 GENERAL
3.1 AUTHORISATION
The Council is authorised to do all things necessary or expedient, within the guide-lines of The Philosophy, The Constitution and The Master Plan to fulfil its Charter, and in particular to:-
3.1.1 ACQUIRE PROPERTY
To acquire, hold, lease, deal with and/or dispose of any property and/or other assets.
3.1.2 OPERATE ACCOUNTS
To open and operate any form of account(s) with any institution for the purpose of exchange of goods and/or services.
3.1.3 INVEST MONIES OR COMMODITIES
To invest its money or other commodities, in any security or in any other manner authorised by the Council, provided that in so doing, it does not contravene the spirit of this constitution.
3.1.4 BORROW MONEY
Borrowing of money shall only be authorised by the Council and only then as a short term emergency arrangement on the best terms and conditions available. However, the Council is to ensure every effort is made to remain self-sufficient and independent.
3.1.5 SECURITY
Security for the discharge of liabilities incurred, shall only be authorised by the Council as a short term emergency arrangement.
3.1.6 APPOINT AGENTS
To appoint agents to transact any business for, and/or, on behalf of World Harmony, that are authorised by the Council.
3.1.7 ENTER INTO CONTRACTS
To enter into any contract(s) that the Council considers to be desirable and conducive within the spirit of the constitution.
3.1.8 UNDERTAKE TRUSTS
To undertake and execute any trusts which may be deemed desirable or conducive to the objects of World Harmony.
3.1.9 DONATE TO OTHER BODIES
To donate to any other body whose objects are altogether or in part, in alignment to those of World Harmony.
3.1.10 AFFILIATE WITH OTHER BODIES
To affiliate, associate or become mutual members of any other body whose Aims and Objectives are altogether or in part, in accord with those of World Harmony.
3.1.11 DIVISIONS AND SUB-DIVISIONS
The scope of World Harmony is almost unlimited by its very nature. However, to clarify its operations, the network is divided into Divisions and Sub-Divisions.
4.0 WORLD HARMONY SERVICE CENTRES
The intention is to encourage everyone to create their version of World Harmony. This may be just doing what they love to do with integrity, becoming affiliated with World Harmony or perhaps establish a service of their own. Anyone who wishes to do any of these should simply express their desire to do so to their nearest World Harmony service centre or to World Harmony Foundation directly to receive guidance on how to get started. There are no franchise or hidden charges for this service except for normal out of pocket expenses that may be mutually agreed upon.
4.1 REQUIREMENTS
The only requirements are as following:-
a) That the person(s) concerned familiarise themselves with the Blueprint booklets and satisfied themselves that the contents have been understood and are in alignment with their own beliefs and ideals and that they intend to operate within the principles and guide-lines outlined.
b) That they are willing to share information and resources (in both directions) with other like minded, like hearted people, as and when appropriate.
4.2 OPTIONS
The following are some options:
a) That they supply World Harmony Foundation with their personal and organisational:-

This is to help them align their personal and organisational paths with that of World Harmony.
b) Training Course: This is to be made available to provide those concerned with an opportunity to gain a fuller understanding and to practice living the principles contained in the Blueprint booklets. Information may also be provided from other service centres about what they have found works.
c) That the name of the proposed organisation should include the word “Harmony�. For example, Perth Harmony Centre, New York Harmony Group; alternatively, the name of the activity could be included, eg. Harmony Healing Network, or Harmony Research Centre.
d) If problems arise that affects the degree of harmony in their centre that they are willing to seek assistance in the event they are unable to restore harmony themselves .
5 SUMMARY
This Constitutional portion of the World Harmony Blueprint has been designed to provide the 'guidelines' upon which the whole network may be established and operated. However, to obtain a fuller understanding, this document should be read in conjunction with the other two parts ie. Part One - The Philosophy, and Part Two - The Master Plan.
It is recognised that not everything or all eventualities are covered in these documents and may therefore need to be up-dated from time to time to include other principles and/or guide-lines.
It is also understood that those who have contributed in formulating this Blueprint may NOT be the ones who establish or operate service centres or other parts of the network. Accordingly, it is with trust that the spirit and intention contained with these pages will be maintained and even expanded upon throughout the years to come.
6 GLOSSARY AND INTERPRETATION OF TERMS
Unless the contrary appears, the following shall apply:-
WORLD HARMONY
“World Harmony� (noun) means; the “Global Network� of Members, Service Centres, Associates, Affiliates and Patrons to be known as World Harmony.
“world harmony� (adj) means; the concept of the world living in alignment with nature.
WORLD HARMONY FOUNDATION
"World Harmony Foundation" is the ‘global coordinating service provider’ - an unincorporated association.
SERVICE CENTRE
"Service Centre" means; a World Harmony service provider - ie. a local World Harmony group or organisation within the global network (web). Each service centre is self governed and operates within the World Harmony principles as outlined in these Blueprint booklets.
COUNCIL
"Council" means; the Coordinating Council. The Council is the equivalent of a Board of Directors and is established pursuant to this Constitution.
COORDINATOR
"Coordinator" means; the person or group who is in-charge of one or more Division or Sub-division.
STAFF MEMBER
"Staff member" means; an individual who has a full or part time 'position' within World Harmony Foundation or a World Harmony service centre.
MEMBER
"Member" means; an 'active member' of World Harmony.
FOUNDING MEMBER
"Founding Member" means; a member who 'activates' their membership on, or before midnight 31st December, 1999
HONORARY FOUNDING MEMBER
Honorary Founding Members may be appointed from time to time by the Council in recognition of special services.
ASSOCIATES AND AFFILIATES
"Associates and Affiliates" means; an associate or affiliate of World Harmony that has agreed to link, share information and/or work together (as and when appropriate) in accordance with the Principles contained herein. An associate or affiliate may be an individual, group or organisation.
PATRON
"Patron" means a person of public standing who has agreed to support World Harmony in some way, and has given permission to have their name associated with World Harmony.
MEMBERSHIP ACTIVATION
Everyone is considered to be a “provisional member “of World Harmony and as such, can ‘activate’ their membership by contacting any World Harmony service centre and expressing their desire to do so. This may then be formalised by filling in an appropriate form.
NOTE: There are no subscription or donation requirements for memberships, but any such offer will be gratefully accepted.
DISCERNMENT
World Harmony reserves the right to accept a membership, associate of affiliate, or not.
REGISTER OF MEMBERS, ASSOCIATES, AFFILIATES & PATRONS
The Council shall ensure that a 'Register of Members, Associates, Affiliates & Patrons' is kept, showing the names, addresses and phone numbers of each, the date of activation, type of membership and any areas or activities that are of interest.
MEETINGS
ANNUAL GENERAL MEETING
"Annual General Meeting or AGM" means; the meeting required by Law to be held once in each year after the termination of the financial year.
SPECIAL GENERAL MEETING
"Special General Meeting" means; any meeting convened on the requisition of members as provided by this Constitution, or any general meeting called by the Council or a Council member.
ORDINARY GENERAL MEETING
"Ordinary general meeting" means; any general meeting other than the Annual General Meeting or a Special General Meeting.
FINANCIAL YEAR
"Financial Year" means; the period commencing on the first day of July in each year and ending on the thirtieth day of June in the following year.
FINANCIAL ACCOUNTS
"Financial Accounts" means, any form of account that is used as a 'medium of exchange' for trading goods and/or services.
THE BLUEPRINT
"The Blueprint" means all three of the World Harmony Blueprint booklets, viz. The Philosophy, The Constitution and The Master Plan.
